Board Chair Mr. Robert Boe is the Public Safety Projector Coordinator for the League of Minnesota Cities Insurance Trust. He served as a Prior Lake (MN) police officer and Scott County (MN) sheriff’s deputy for twenty-nine years. He has held the positions of patrol officer, investigator, supervisor, tactical team member and chief deputy. He is a graduate of the University of Minnesota.
The Honorable Kevin Ross has been interpreting, applying, practicing or enforcing the law since 1987. In February 2006, Governor Pawlenty appointed Judge Ross to the Minnesota Court of Appeals. He has authored more than 500 opinions for the court and 40 concurring or dissenting opinions. Judge Ross formed and administers the Quill & Bagel Society, a periodic workshop for judges, law clerks and staff attorneys committed to honing individual legal-writing skills and maintaining the quality of the court’s opinions. Judge Ross received both his Juris Doctorate, with High Distinction and other honors and Bachelor of Arts degrees from the University of Iowa. Before practicing law, Judge Ross served as a police officer in Iowa City, IA for five years.
Mr. Joseph Flynn is a partner with the law firm of Jardine, Logan & O’Brien, P.L.L.P. He obtained his law degree from William Mitchell College of Law in 1985. He served as Assistant Prosecutor in the McLeod County Attorney’s Office for several years and has been representing peace officers and municipalities for the last twenty-four years. Mr. Flynn has represented several hundred officers primarily with regard to use of force, arrest, and search and seizure issues. He has litigated numerous cases from jury trial through the appellate courts. He is Chair of his firm’s Municipal Law Committee and previously served as the Chair of the Minnesota Defense Lawyer’s Government Liability Group. Mr. Flynn was designated as a Minnesota Super Lawyer for the years 2006-2014.
Mr. Israel Reyes is the founder and managing partner of The Reyes Law Firm, P.A., in Coral Gables, Florida. He is a former Circuit Court Judge of the Eleventh Judicial Circuit of Florida. He retired on May 22, 2011, after approximately thirty years of public service as a judge, assistant state attorney, and police officer/detective where he worked in Uniform Patrol, Training, Background Investigation Unit, U.S. Secret Service Task Force, Organized Crime Bureau, Homicide, Special Investigations Division and Media Relations Section.
Executive Director Lora Setter served for twenty years in law enforcement. She’s been involved in curriculum design and teaching law enforcement officers and others for sixteen years, both in the classroom and on line. Lora is an instructor for Northwestern University School of Police Staff and Command. She has a master’s degree from the University of St. Thomas in Public Safety Administration and Education and is a graduate of the FBI National Academy-195th session.
Curriculum Author William Everett is a 1986 graduate of Minnesota State University, Mankato with a degree in law enforcement and a 1990 honors graduate of William Mitchell College of Law. Mr. Everett served as a licensed peace officer in Minnesota from 1983-2003. He has accumulated extensive experience as a law enforcement educator and trainer, having served as an instructor for undergraduate college courses, a graduate-level teacher, and as a trainer for agencies throughout Minnesota and across the United States. Bill is a partner in the law firm of Everett & VanderWiel, PLLP where his practice focuses on providing services and representation to governmental entities and officials.
